Kebbi Govt Moves to Strengthen Financial Controls, Treasury Operations

The Kebbi State Government has commenced a four-day capacity-building programme for treasury personnel and staff of Ministries, Departments and Agencies (MDAs) as part of efforts to strengthen financial controls, accountability and management of public resources.

The training, titled “Strengthening Treasury Operations, Financial Controls and Office Record Documentation,” is scheduled to hold from August 19 to 22, 2026, in Sokoto.

The state government said the initiative is aimed at improving public financial management, treasury operations and institutional record-keeping across government establishments.

The Chief Press Secretary to Governor Ahmed Idris, speaking on behalf of the state government in a statement made available to journalists on Tuesday, said the programme underscored the administration’s commitment to strengthening governance systems through improved financial controls and records management.

The government noted that “efficient treasury operations, sound financial management and effective records administration are fundamental to promoting transparency, accountability and good governance in the public service.”

Participants are expected to receive practical training in financial documentation, internal controls, risk management, audit preparedness and compliance procedures.

The government said the training would enable finance personnel to maintain accurate financial and administrative records while strengthening accountability mechanisms within their respective institutions.

The first phase of the programme will focus on public financial management and documentation standards, including transparency, accountability, value-for-money principles and the legal framework governing public finance.

The second phase will focus on office record documentation and control systems, with emphasis on managing financial and administrative records throughout their lifecycle.

Highlighting the importance of proper documentation, the programme framework stated that “maintaining complete, accurate and reliable records is essential for effective decision-making, regulatory compliance, accountability and audit processes.”

Participants will also receive training on internal controls and risk management, including approval procedures, supervisory mechanisms, financial reporting and responses to audit queries.

The state government expressed confidence that strengthening its financial and documentation systems would improve public trust in government institutions and facilitate more effective engagement with civil society organisations, professional bodies and development partners.

It said improved financial reporting, stronger documentation systems and greater audit readiness would provide “a better foundation for constructive engagement with civil society organizations, professional bodies, development partners and other stakeholders interested in transparency, accountability and improved public service delivery.”

The training programme will include practical exercises, case studies, simulations and group discussions designed to help participants identify documentation gaps, address control weaknesses and apply the lessons to their day-to-day responsibilities.

At the conclusion of the programme, participants are expected to demonstrate improved capacity in records management, internal controls, documentation standards and audit preparedness.

The government said these outcomes would contribute to stronger financial governance and more efficient public service delivery across the state.

Reaffirming its broader governance agenda, the Kebbi State Government said, “the commitment to transparency and accountability requires continuous strengthening of institutional systems and professional capacity.”

It added that “responsible management of public resources is a collective institutional responsibility,” stressing that effective controls, reliable records and accurate reporting remain critical to good governance.

The programme is being held under the slogan: “Gaskiya da Rikon Amana – Ginshikin Kyakkyawan Shugabanci,” meaning “Transparency and Accountability – The Foundation of Good Governance.”
