The European Union will deploy an Electoral Expert Mission for Nigeria’s 2027 general elections and is working with Nigeria towards formalising a readmission agreement as part of efforts to strengthen cooperation on democracy and migration.
The development was disclosed when the EU Ambassador to Nigeria and ECOWAS, Gautier Mignot, met with Nigeria’s Minister of Foreign Affairs, Ambassador Bianca Odumegwu-Ojukwu, in Abuja on Thursday, September 17, 2026.
According to a statement issued by the Ministry of Foreign Affairs on Friday, the discussions covered Nigeria-EU relations, the 2027 elections, migration and mobility, security, sustainable development, multilateral cooperation and preparations for high-level engagements between both sides.
Mignot briefed the minister on the EU’s engagement with the Independent National Electoral Commission (INEC), informing her that the bloc would deploy an expert mission rather than a conventional electoral observation mission for the 2027 elections.
The EU had earlier confirmed that the mission would comprise two to four independent experts formally accredited as observers with INEC. It said the mission would assess the electoral process against international, regional and national obligations and produce recommendations for improving Nigeria’s electoral framework and future elections.
Mignot also said the EU would continue supporting INEC, the media, civil society organisations, political parties and the National Assembly in efforts to strengthen electoral processes and democratic institutions.
He stressed the importance of electoral inclusivity, voter education and adequate preparations, including accessibility for persons with disabilities and measures to strengthen public confidence in the electoral process.
On migration, the EU ambassador said technical work was progressing towards formalising a readmission agreement with Nigeria, building on existing informal arrangements between Nigeria and individual EU member states.
Both sides agreed on the importance of continued technical consultations on regular migration pathways, returns and readmission, as well as measures to combat human trafficking while upholding human dignity.
The discussions also covered wider EU initiatives relevant to Nigeria’s development priorities, including freedom of navigation, the Global Green Bond Initiative and the Electrify Now initiative aimed at accelerating electrification and access to clean energy.
The minister and the EU ambassador also exchanged views on major international developments, including the war in Ukraine and its implications for food security and global commodity markets, as well as developments in the Middle East.
On the Israel-Palestine conflict, both sides reaffirmed support for a two-state solution.
Odumegwu-Ojukwu welcomed continued EU engagement with Nigeria and stressed the need to translate existing partnerships into practical programmes and measurable outcomes supporting the country’s development priorities.
She also highlighted the importance of sustained dialogue on security, migration, economic development and democratic governance.
Mignot highlighted people-to-people and cultural cooperation, including EU-supported initiatives for young entrepreneurs in Nigeria’s North-West, the Lagos Biennial for Contemporary Arts, the Abuja Festival for Literature and Ideas and an illustrated-books project for children across the country.
The two sides agreed to maintain regular consultations, strengthen high-level exchanges and improve follow-up through established diplomatic channels to support the implementation of agreed areas of cooperation.
The meeting underscored the broad scope of Nigeria-EU relations, spanning democracy, migration, security, development, energy and cultural engagement.
