NNPC Records 9,000 Infractions in Two Years, Says Kyari

Mr. Mele Kyari, the Group Chief Executive Officer of the Nigerian National Petroleum Corporation (NNPC) Ltd., revealed that the corporation recorded 9,000 infractions on its pipelines in the span of one year.

Kyari disclosed this during an oversight function of the House of Representatives Special Committee on Oil Theft, conducted at the NNPC Ltd. headquarters in Abuja on Wednesday.

He highlighted the extensive efforts undertaken by NNPC to address the issue of illegal activities, stating, “From 2022 to date, we have deactivated 6,465 illegal refineries and removed 4,876 illegal connections to pipelines out of 5,570 discovered.”

However, Kyari expressed concern about the persistent challenges posed by pipeline vandalism and oil theft, noting that despite efforts to remove illegal connections, new ones often appear shortly afterward.

He emphasized the widespread nature of the problem, stating, “It is obvious that crude oil theft is almost an end-to-end issue in Nigeria; it is very obvious that everyone is involved.”

Kyari highlighted the audacious nature of the perpetrators, with illegal activities occurring in close proximity to settlements and government offices.

He underscored the critical importance of addressing security concerns to safeguard Nigeria’s oil infrastructure, emphasizing the need for a unified approach involving all security agencies and private security firms.

In response to the challenges, Rep. Alhassan Ado-Doguwa, Chairman of the Special Committee, acknowledged the complexity of operating oil and gas pipelines in Nigeria. He lamented the prevalence of infractions, including breaches at oil wellheads, flow stations, loading terminals, and export facilities.

Ado-Doguwa expressed concerns about the lack of transparency in regulatory activities and instances of official complicity in crude oil theft.

He concluded by reaffirming Nigeria’s determination to combat crude oil theft and pipeline vandalism, particularly in the Niger Delta region, through concerted efforts and enhanced regulatory measures.

Reps Advocate for Free Cancer Treatment in Nigeria

The House of Representatives has urged the Federal government to allocate funds for the establishment of cancer treatment centers and the implementation of free cancer treatment programs across Nigeria.

In a motion of national importance, the House mandated the Federal Ministry of Health to direct all Teaching Hospitals to establish Cancer Treatment Centers and commence free treatment for cancer patients.

Sponsored by Honourable Yusuf Ahmad Badau from Kano state, the motion highlighted the urgent need to address the rising number of cancer cases in Nigeria and the devastating impact of the disease on affected individuals.

Badau emphasized the alarming rate of cancer-related deaths, attributing them to the lack of government intervention in cancer treatment. He pointed out the financial burden faced by many patients, particularly low-income earners in rural communities, where awareness of cancer prevention and management is limited.

“The disease has claimed countless lives due to the absence of accessible and affordable treatment options, especially for those in underserved areas,” stated Badau.

The House adopted the motion and called on the federal government to enact the necessary legal framework to ensure the provision of free cancer treatment in all Teaching Hospitals. This move aims to alleviate the financial burden on patients and reduce the high mortality rate associated with cancer in Nigeria.

The call for free cancer treatment underscores the government’s commitment to prioritizing public health and addressing the healthcare needs of all citizens, irrespective of their socio-economic status.

FG , Stakeholders Assess Proposed 30MW Wind, Solar Project

Officials from the Federal Ministry of Power and various stakeholders in the energy sector convened on Wednesday to review the proposed 30 Megawatts (MW) Wind and Solar Hybrid Project in Lekki, Lagos, with the aim of evaluating its feasibility.

Addressing the gathering, the Minister of Power, Chief Adebayo Adelabu, highlighted the Federal Government’s commitment to addressing the country’s power deficit through the utilization of alternative energy sources such as wind, solar, and mini-grids.

Represented by Mr. Abdulrasheed Lawal, Director of Procurement at the Ministry of Power, Adelabu emphasized the importance of exploring innovative solutions to achieve energy sufficiency. He underscored ongoing efforts, including the utilization of wind power in Katsina and the replication of similar projects in Lagos to ensure reliable and consistent power supply nationwide.

Mr. Barney Ojiah, CEO of Crown Resources Development Company Limited (CREDCO), expressed the significance of the collaboration with the Ministry of Power to enhance power supply across Nigeria. He emphasized the importance of reliable electricity in improving the lives of all Nigerians.

Mr. Frederic Cheve, Subsidiaries Manager, Africa, Vergnet, presented the renewable and innovative nature of the proposed project, highlighting its aim to harness abundant wind and solar resources to generate clean and reliable power while mitigating risks associated with single-source energy reliance.

Cheve outlined the project’s capacity of 20/30 Megawatts Wind and Solar Hybridized system to be developed in phases, emphasizing its potential benefits for Lagos and the nation, including improved energy security, job creation, economic growth, reduced reliance on fossil fuels, and greenhouse gas emissions reduction.

Moreover, Cheve noted the project’s alignment with President Bola Tinubu’s Presidential Power Initiative (PPI), aimed at adding 12,000 MW of electricity to the national grid and providing 24-hour electricity for Nigerians. He emphasized its contribution to Nigeria’s renewable energy plan and commitment to carbon neutrality by 2060.

The assessment of this proposed project reflects a strategic step towards diversifying Nigeria’s energy sources and achieving sustainable development goals in the energy sector.

Wike Pledges Security , Infrastructure Boost for Abuja Residents

The Minister of the Federal Capital Territory (FCT), Barr Nyesom Wike, has declared his unwavering commitment to enhancing security measures and advancing infrastructure development for the residents of Abuja.

The session, organized by the Senate, provided a platform for the Minister and the Commissioner of Police, FCT Command, to address lawmakers on the strategies implemented to ensure the safety of FCT residents.

Expressing satisfaction with the outcomes of the meeting, Wike reiterated that Senators acknowledged a notable improvement in security within the FCT.

“I am glad they are all happy with what we have done, what we are going to be doing, and they provided some suggestions on ways forward,” stated Wike.

Addressing concerns over recent kidnapping incidents, Wike shed light on the complex nature of these crimes, stating, “Most of the kidnapping stories you hear, some of them are stage-managed by people. There are some internal arrangements.”

Additionally, Wike announced the successful apprehension of two notorious kidnappers operating in the FCT, contributing to a decrease in kidnapping incidents.

Tinubu Approves FCT Civil Service Commission Composition , Key Appointments

President Bola Ahmed Tinubu has approved the composition of the Federal Capital Territory (FCT) Civil Service Commission, alongside the appointment of a Head of Service and nine Permanent Secretaries.

This significant development was revealed by Anthony Ogunleye, the Director of Press in the Office of the FCT Minister, in a statement released on Tuesday in Abuja.FCT Minister, Ezenwo Nyesom Wike, had earlier forwarded the list of nominees to the President for approval.

The appointments align with the provisions of Section 2 (2) (a & b) of the Federal Capital Territory Civil Service Commission (Establishment) Act, 2018, which mandates the appointment of a Chairman and six other members representing each of the geo-political zones of the country.

The appointed Chairman and Commissioners of the FCT Civil Service Commission are as follows: Engr. Emeka Ezeh (Chairman); Hon. Ahmed Mohammed (North West); Chief Anthony Okeah (South-South); Mohammed Magaji Ibrahim (North East); Miskoom Alexander Naantuam (North Central); Hon. Jide Jimoh (South West); and, Barr. Martin Azubike (South East).Additionally, to address existing vacancies in critical agencies of the Federal Capital Territory Administration, the following appointments were made: Abdulkadir Zulkarfi as Coordinator, Satellite Towns Development Department; Chief Felix Obuah as Coordinator, Abuja Metropolitan Management Council; and, Oladiran Olufemi Akindele as Coordinator, Abuja Infrastructure Investment Centre.To bolster the bureaucratic structure of the FCT Administration, Atang Udo Samuel, the most senior Director in the FCT Civil Service, was appointed as Head of the Civil Service of the FCT. Furthermore, some serving Directors of the FCT Civil Service were also appointed as Permanent Secretaries based on competence and geographical spread. They are Dr. Adams Baba Gana – North East, Wanki Adamu Ibrahim – North East; Asmau Muhktar – North West, Dogo Aliyu Wadata Bodinga – North West; Olusa Olusegun – South West, Adetoyi Rabiu Kolawole – South West; Grace Adayilo – North Central, Olubunmi Olowookere – North Central; Ibe Prospect Chukwuemeka – South East and Okonkwo Florence Nornubari – South South”.These appointments underscore Wike’s commitment to implementing all relevant laws regarding the FCT Administration, including the disengagement of the Administration from the Treasury Single Account (TSA).

Barrister Chukwudi Ezeobika, former National Legal Adviser of the Inter Party Advisory Council of Nigeria (IPAC), has pointed fingers at the Independent National Electoral Commission (INEC) for the mass exodus of Nigerian youths from the country.

He specifically called for an investigation into the conduct of Professor Mahmood Yakubu, the INEC National Chairman, by the Economic and Financial Crimes Commission (EFCC).

In a statement to newsmen in Abuja, Barrister Ezeobika accused Professor Yakubu and the INEC commissioners of contributing to the loss of hope among Nigerian youths and their decision to leave the country en masse.

He criticized INEC’s handling of elections, alleging partisanship, misinformation, and deliberate misleading of the electorate.

Federal Government Urges IFAD to Release $5m ASAP Grant for Climate Change Adaptation

The Federal Government of Nigeria has appealed to the International Fund for Agricultural Development (IFAD) to expedite the release of a $5 million Adaptation for Smallholder Agriculture Programme (ASAP) grant to the Value Chain Development Programme (VCDP) for climate change adaptation efforts.

Senator Abubakar Kyari, the Minister of Agriculture and Food Security, made the appeal during a courtesy visit by IFAD’s delegation, led by Associate Vice President Dr. Donal Brown, to the ministry’s headquarters in Abuja.

The ASAP, which channels climate finance to smallholder farmers, was launched in 2021 with the aim of supporting small-scale producers in adapting to climate change. Additionally, the Enhanced Adaptation for Smallholder Agriculture Programme (ASAP+) is set to become the largest fund dedicated to channelling climate finance to small-scale producers.

Kyari also sought IFAD’s approval for a two-year extension to enable the programme to improve its disbursement status, highlighting the successful implementation of various initiatives under the Federal Government of Nigeria/IFAD Portfolios such as the Livelihood Improvement Family Enterprise – Niger Delta (LIFE-ND), Value Chain Development Program (VCDP) Additional Financing (AF), and Special Agro-Industrial Processing Zone (SAPZ) Programme.

He expressed confidence in IFAD’s future trajectory and emphasized Nigeria’s commitment to leveraging innovation for agri-food system transformation, including organising an agriculture and food security summit to facilitate partnerships and strategic collaborations.

In response, Dr. Donal Brown, IFAD’s Associate Vice President, commended Nigeria’s commitment and pledged to address arrears owed from previous programmes while strengthening existing projects. He affirmed IFAD’s dedication to initiating new projects to bolster agriculture and food security in Nigeria.
