4 Police Commissioners To Be Deployed To Anambra By 2021,Says Yiaga Africa

…Says Security Concerns Could Lead To Low Voters Turnout

The deployment of a large number of security officers to Anambra State ahead of the next election on November 6, 2021 has been criticized by an election monitoring group under the auspices of Yiaga Africa.

Since February 2021, the state has had four Commissioners of Police, according to the report.

According to the Observer organization, the state has had three different Commissioners of Police in three months, with the most recent resuming in October 2021.

Yiaga further stated that, with the governorship election in Anambra scheduled for November 6, 2021, the state’s ongoing insecurity issues continue to raise major worries about the election’s conduct.

It linked the state’s instability to secessionist agitators’ actions, as well as political attacks and overlapping criminality seen in the run-up to the election.

Despite repeated assurances from security services, the group expressed reservations about their ability to ensure the safety of people and property in the state.

“While the security agencies have consistently assured the Independent National Electoral Commission (INEC), the people of Anambra state and Nigerians that they will provide adequate security for the election, there still remains a major lapse in the management of the insecurity in the state.

“Yiaga Africa has observed heavy deployments of more security personnel and equipment to Anambra in recent weeks, while this is intended to assuage citizens and build confidence ahead of the elections, we expect more coordinated and professional engagements in a manner that will encourage and not discourage participation.

“Beyond the security challenges in the state, the Independent National Electoral Commission (INEC) is consolidating its preparatory activities towards the conduct of the elections”.

“The Commission convened a meeting with the 18 recognised political parties that are taking part in the forthcoming gubernatorial election on Thursday, 7th October 2021.

“The meeting was held at the Commission’s headquarters in Awka, to provide updates on the election preparatory activities and issue electronic copies of the voter’s registers to the political parties in line with its timetable and schedule of activities.

“At the meeting, the Commission put the total number of voters registered in the state at 2, 525, 471. The resident electoral commissioner stated that the commission had registered 138, 802 in the CVR exercise in the state, although it has removed 62, 698 registration details for double/duplicate registrations,” a statement by the group noted.

…Confirms Killing of A Soldier, Amotekun Operative

On Saturday, Governor Seyi Makinde responded to the gunmen’s attack on the Abolongo Correctional Facility in Oyo via a live State broadcast.

Makinde verified the execution of a Nigerian Army corporal and an Amotekun Corp. member in a live broadcast on the Broadcasting Corporation of Oyo State (BCOS) Saturday evening.

Recall that armed men stormed Abolongo Correctional Facility in Oyo town on Friday around 10:30 p.m. with explosive and dangerous weapons, freeing some inmates and killing two security operatives on the spot.

The following is an excerpt from the program as watched by newsmen:

Broadcast by His Excellency Seyi Makinde, the Executive Governor of Oyo State, After the Jail Break at Abolongo Correctional Centre, Oyo Town on Saturday, October 23, 2021

My Good People of Oyo State,
I am addressing you today to update you about recent happenings affecting the security of our state.

Last night, security operatives responded to a distress call about a jailbreak in the Abolongo Correctional Centre, Oyo Town. The correctional facility had been attacked with explosives, and some inmates were set free. Our security men were ambushed.

As a result, we lost two of our security agents a corporal of the Nigerian Army attached to Operation Burst, and an Operative of the Oyo State Amotekun Corps, Tijani Sadiq Babatunde.

Aside from the two lives lost, we had several operatives injured. I must mention that one of our Amotekun female volunteers, Shukurat Omoba, is presently in critical condition.

I have visited her at the hospital, and we are deploying all state resources to ensure that she survives this.

Please, let us all join in prayer for her speedy and complete recovery.

“Although some inmates have been recovered and taken back into custody, some are still at large. All security agencies have been placed on high alert to ensure that all that escaped are rearrested and returned to custody.

“I am therefore using this opportunity also to put the citizens on alert. There is no better time to repeat the call to action: if you see something, please say something.

“These criminals would want to go to areas where they will not be easily rearrested. If you spot any unexplained strangers in your community, please call the 615-security emergency number immediately, and make a report.

“I have directed the security agencies to deploy personnel to critical national assets within the state and to monitor all entrance and exit points across the state.

“I appeal to you, the good people of Oyo State, to remain calm. We are aware of the various speculations going round especially on social media regarding the reason for this attack. I urge you all to disregard any such rumours as the authorities are still investigating the matter.

“Rest assured that we will continue to do everything we are constitutionally allowed to do to secure our state”.

The Nigerian Detention Service (NSC), Oyo State Command said, 837 awaiting trial detainees escaped from the Abolongo correctional institution.

It was recalled that several unidentified gunmen assaulted Abolongo Correctional Centre in Oyo town on Friday about 10:30 p.m., blowing their way in with dynamite.

In a statement made available to newsmen on Saturday in Ibadan, the Public Relations Officer, Olanrewaju Anjorin, said the attackers freed all 837 awaiting trial inmates, pointing out that the cell housing the convicts and inmates was not vandalized.

He did say, though, that 262 fugitive inmates had been apprehended, while 575 remained on the loose.

The intruders arrived to the center fully armed with sophisticated weaponry, and after a fierce battle with the on-duty officers, they gained entry into the yard by blasting the wall with explosives.

“All the awaiting trial detainees were forced out of custody, the cells housing the convicts and the female inmates were not vandalised.

“Meanwhile, a total of 262 of the escapees have been recaptured leaving 575 still at large.

“Following the directives of the Controller-General of Corrections, Haliru Nababa, the State Controller, Noel Ailewon, has commenced the process of search and recapture after visiting the scene of the incident,” Anjorin said.

He said the state controller had assured the public that no effort would be spared to recapture the fleeing inmates.

According to him, the controller-general has solicited for credible intelligence to assist the security agencies in tracking down the fleeing inmates.

He said that the Oyo Custodial Centre was established in 2007 with a capacity of 160 inmates, but had a total population of 907 at the time of the attack.

“Of this number, awaiting trial persons were 837 representing 92 per cent with just 64 convicts,” Anjorin said.

Meanwhile, the Nigeria Labour Congress (NLC) together with its partner Solidarity Center AFL-CIO and a network of legal practitioners known as International Lawyers Assisting Workers-Network (ILAW) have vowed to obtain justice for the victim.

The NLC with support from the Solidarity Centre AFL-CIO has been championing a workplace – based campaign to end Gender Based Violence and Harassment within the second largest perishable foods market in Lagos.

Speaking to journalists, ILAW member and attorney holding brief over the matter; Barrister Onyeisi Chiemeke mentioned that the facts available to them indicates that the suspect had carnal knowledge of the minor; a crime which carries a life sentence upon conviction.

He vowed that the ILAW network Nigeria will ensure that justice prevails.

He also urged the federal government to put in place structures that allow seamless prosecution of perpetrators of such heinous crimes.

According to him, ‘survivors of GBVH suffer multiple times in trying to get justice from the system as they are often placed with the burden of providing financial resources for law enforcement agents to carry out investigation where they manage they file a report.

“When such survivors are unable to fund investigations, the cases are often abandoned and the perpetrators walk free to continue with the crime.”

He highlighted how Mile 12 International Market leadership’s monitoring of the case also helped to ensure that suspect was charged to court and eventually remanded in prison pending the advice of the Lagos State Department of Public Prosecution (DPP) on the trial.

In her reaction, the Lagos State Chairperson of the NLC, Comrade Agnes Sessi expressed regret that the Federal Government is foot dragging on its commitment to ratify the ILO Convention 190.

She stated the astronomical rate of GBVH violations in Nigeria’s world of work has necessitated the need to speed up ILO Convention 190 ratification process in order to ensure that the menace is mitigated.

Reacting on ongoing trial involving the defilement of a minor in Mile 12 International Market, Ketu she said, “We are going to follow up this matter at the court. We will ensure that justice is served so that by the time more perpetrators are put behind bars, offenders will know that women and girls have a right to their bodies and a right to feel protected while at work.

She appealed to the President and state governors to do more on GBVH which is a human rights issue as nobody should be harassed while working or trying to make a living based on their gender or sex.”

She mentioned that the GBVH campaign in Mile 12 International Market, Ketu is changing the face of the market as women workers in the informal economy now feel safer doing business within the market.

In her reaction, the Iyaloja of the Mile12 International market, Dupe Ojo hailed the arrest of Umaru, saying such will serve as deterrent to perpetrators of rape and other GBVH in and around the market community.

She commended the training received from the Solidarity Centre AFL – CIO and NLC, saying that it has raised a lot of awareness around root causes, impact and effective ways to prevent and protect all vulnerable persons from gender based violence and harassment within the market community.

According to her, “The women in the market were happy to hear of the news of arrest, investigation of this crime. We have been sensitizing them on the need to speak out about such violations and break the silence holding them down. We know that with this result, workers will grow more confident to report such violations to help us kick GBVH out of Mile 12 Market for good.”

Saro-Wiwa: INC Boss To FG, Apologize To Ogoni, Ijaw Nation, Niger Delta

0

On Saturday, the Ijaw National Congress (INC) said the Federal Government should apologize to the people of Ogoni Kingdom, the Ijaw nation, and the whole Niger Delta for the alleged unjust assassination of Ken Saro-Wiwa in November 1995.

Professor Benjamin Okaba, INC’s president, announced this in a statement made in Yenagoa in response to the Federal Government’s proposed state pardon for the killed Ogoni activist and writer.

When leaders from Ogoniland paid him a visit in Abuja on Friday, President Muhammadu Buhari indicated the Federal Government would consider granting state pardon to Saro-Wiwa to bring the “Ogoni 9 tragedy” to a stop.

On the instructions of a special military tribunal set up by the late General Sani Abacha’s government, Saro-Wiwa and eight of his relatives were executed on November 10, 1995.

For allegedly masterminding the savage murder of some Ogoni chiefs at a pro-government gathering amid the height of Saro-nonviolent Wiwa’s campaign against environmental and resource injustice, the tribunal sentenced them to death by hanging.

The assassination of Sara-Wiwa and his fellow countrymen became known as the “Ogoni 9 saga,” an occurrence that prompted the United Kingdom, the United States of America, and the international community to impose sanctions on Nigeria.

Okaba in the statement titled, “The Ijaws, Ogonis And The Niger Delta Demand Apology, Not Pardon- INC President”, described the proposal as laughable and fall short of addressing the people’s right to self-determination and resource control.

He insisted that the government ought to say sorry to the people for the way and manner Saro-Wiwa and others were reportedly killed “as a result of their peaceful campaigns against economic exploration, environmental despoliation and gross abuse of the people’s fundamental human and resource rights.”

According to him , “We wonder what crime Ken Saro-Wiwa and others committed that warrant state pardon. Secondly, even if he was allowed the defence, was he given the right of appeal? What are the positive aftermaths of Ken Ken Saro-Wiwa’s agitation?

“Would there have been the UNEP Report on Ogoni clean-up if Ken Saro-Wiwa and others did not draw the attention of state and international community to various human and environmental infractions meted out to the people?

“Now that the Federal Government has suddenly realized their wrongs and equally expressed willingness to seek reconciliation and national integration, we urge them to courageously go the whole hug as follows:

“Bring to book all persons, including the presiding judge and other officers, that were directly and indirectly involved in the unfortunate incident (murder of the Ogoni 9).

“Justice should also be extended to the innocent Ogoni youths and other Niger Deltans who were unlawfully massacred by state operatives for merely displaying green leaves in condemnation of the ghastly act.”

According to him, the last few words of Saro-Wiwa, ‘You can kill the messenger, but not the message’, remained very apt several years after as Ogoniland, Ijaw nation and the entire Niger Delta continued to suffer injustices, inequalities and rape of their freedom and right to control their God-given resources.

He further said,”The people and the environment of the Niger Delta, in spite of the seeming interventions, have remained in a state of misery to the extent that the local economy has been disarticulated.

“In spite of our enormous contribution to the nation’s economy, the standard of living in our region is demoralizing and demeaning. State laws on Land Use, Petroleum Industry Act, Petroleum Act and other obnoxious policies have perpetually kept us as slaves and impoverished us in the midst of our God-given resources in the region.

“For us, true reconciliation should begin with the abrogation of these obnoxious laws and upward review of the principle of derivation to a minimum of 50 per cent. Thereafter, the envisaged apology and reparation will be functionally meaningful to also prevent a reoccurrence of injustices against persons who express their fundamental human rights to demand justice and equity.

“All the dramatis personae and others involved in Ken Saro-Wiwa’s case, dead and living, should be brought to book as a lesson for others.”

Faleke Says APC Should Not Go On Wild Goose Chase In 2023

0

Hon. James Faleke has urged the All Progressives Congress (APC) to take concrete steps to enthrone a leadership that will build on the achievements of President Muhammadu Buhari’s administration rather than risk a wild goose chase with inexperienced candidates.

He declared that Asiwaju Bola Ahmed Tinubu is the type of tested leader who has the vision and capacity to not just sustain the party’s achievements beyond 2023, but also to advance the administration’s remaining economic and revolutionary agenda and programs.

The former congressman stated at the inauguration of Tinubu Support Group (TSG) State Steering Committees on Saturday in Abuja that the APC does not need to look much further if it wants to retain power at the center come 2023.

He also warned the party against allowing rampant insecurity, which he claimed was fueled by enemies of the country, to define the 2023 campaign, emphasizing that the APC has made significant successes under Buhari’s watch, which are obscured by insecurity.

According to him; “The solid achievements of the Buhari administration in transportation (including our fast rail service and improved road network). mass housing, preventive health, export-led agriculture, functionai education, improved electricity and stronger communications are today blurred by the threats posed to the national economy by the dangers of banditry, kidnapping and separatism.

“The destablising agenda, sponsored by domestic nihilists and foreign enemies of Nigeria, must not be allowed to shape the narrative of the 2023 elections.

“Our party and government must snap victory from the jaws of these challenges. It is not the time to experiment with inexperienced experts. It is not the season for those who can talk but have no history of walking their talk” he warned.

Faleke who ran for governor in Kogi State in 2016 said that Tinubu has the popularity to secure majority of the votes despite leaving the reins.of political power since 2007, and urged the former Lagos State Governor to run for president.

“To secure the votes of the majority in 2023, we must present a candidate who knows where the shoe pinches the average Nigerian, not just because he has been there, but because, as the governor of the most difficult, most complex state in Nigeria, he put smiles on the faces of the poor by convincing the rich to join the government to chase poverty from the streets. That man is Bola Ahmed Tinubu, the Asiwaju of Lagos, Lagos State”

Earlier, Arc. Umar Ibrahim Mohammed, Director General of Tinubu Support Group (TSG) said the main objective of the group is to mobilize followership and a formidable, popular grassroot support base for Asiwaju Bola Ahmed Tinubu ahead of the 2023 polls.

Arc Mohammed said the group that cut across all strata of the society is convinced of Senator to change the narrative and.urged him to throw his hat in the ring and heed the clarion call coming from all Nigerians.

He urged the Steering Committees to return to their various states and constitute support groups in the local government areas with aim to mobilize grassroot support for the Asiwaju Bola Ahmed Tinubu presidency.

“As you return to your various states, you are to constitute your local government and ward structures who must be men and women of proven integrity and capacity to deliver. Towards this end, you must ensure a proper and careful harmonization of all interest groups into a formidable structure and support base. You must ensure a level playing ground, fair representation and allow an all-inclusive participation”

Emefiele: Medical Tourism Puts Huge Strain on Foreign Reserves

0

Mr. Godwin Emefiele, Governor of the Central Bank of Nigeria (CBN), has stated that medical tourism places a significant strain on the country’s foreign reserves, and that all measures must be made to reduce these enormous costs.

On Friday, Emefiele made the announcement at the opening of the Duchess International Hospital in Lagos.

He also stated that the CBN has boosted its healthcare intervention from N100 billion to N200 billion in order to save foreign cash spent on medical tourism and to meet demand.

Professor Yemi Osinbajo, the Vice President, also spoke at the event, urging increased private sector participation in the healthcare sector to combat medical tourism and medical human capital flight.

According to Emefiele, “Medical tourism put a huge strain on our foreign reserves and more importantly, for every $1 billion allocated to medical treatment abroad, there is less than $1 billion that could be available to other critical sectors of our economy.

“As part of this effort, the CBN led by a select private sector stakeholders supported COVID-19 through CACOVID and in a bid to further drive the recovery of our economy. Monetary policy recognised that while the interventions in our manufacturing sector is essential it is also essential, we continue to give support to the medical sector of our country.

“When intervention on COVID commenced, CBN set aside N100 billion to support the healthcare sector, but upon rise in demand, we have disbursed N107.7 billion, supporting 114 healthcare projects which include medical diagnostics, pharmaceuticals, dental services, eye clinics both private and public hospital just to mention a few.

“We had taken up N100 to support but the monetary policy has said we should move it further up to N200 billion. We would continue to do whatever can be done to support healthcare”.

He therefore called on banks improve on loan facilities to the healthcare and also called on members of the organised private sector to invest in the sector.

On his part, Osibanjo said, “The standards and personnel at this hospital is comparable to anywhere in the world and reversing medical tourism by delivering high standards of care would go a long way by using the most advanced technology and treatment to give the fastest most convinent access to the best medical expertise available anywhere in the world.

“With investments like this seeking high quality medical personnel we can even reverse the trend of doctors leaving the country. the reasons for thier leaving are obvious, better renumeration, better facilities.

“Private sector investments in high quality healthcare services offering top compensation for its personnel could possibly create an attractive proprosition to reverse the trend. so the only way that we can ensure that people stay is obviously is to reward thier services and i think that this is a good way to start.he added.”

Meanwhile , the Group Managing Director of Access Bank Plc, Mr. Hebert Wigwe said, “I do hope such hospitals reverses medical tourism the country. For all private sectors participants take a cue from this, we need many more of this.”

Also, the Chairman Reddington Hospital Group, Dr. Adeyemi Onabowale, noted that one of the major problems with healthcare in Nigeria is Inadequate funding provided for both the public and the private sector this needs to be addressed.

He also added that the true cost of healthcare anywhere in the world is phenomenal with the depreciating currency. Healthcare funding should be bench against a stable currency.

Timi Frank Fires Back at Malami Over Terrorism Charges Leveled Against Kanu, Igboho

0

…Says Allegations Are Nothing More Than Propaganda

On Saturday, former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, criticised Attorney-General of the Federation and Minister of Justice, Abubakar Malami, for accusing Nnamdi Kanu and Sunday Adeyemo of terrorist activities (Igboho).

Malami’s claims, according to Frank in an Abuja statement, were not only false, but also extremely selective and high-wired propaganda geared at gaining selfish political objectives.

He questioned why Malami, as the Federation’s chief legal officer, chose to have a demeaning press conference to address matters that were already being heard in Nigerian and Benin Republic courts of competent jurisdiction.

He claimed Malami was just trying to cover up the Federal Government’s illegal, ethnically prejudiced, and nepotistic arrest and trial of Kanu, the outlawed Indigenous People of Biafra (IPOB), and Igboho, the Yoruba Nation Separatist Agitator.

He stated that the current administration’s impunity towards citizens is the same reason why certain zones of the country are clamoring to leave the Nigerian union.

While the Federal Government is furious with Kanu and Igboho over alleged terrorist activities, Frank, the United Liberation Movement for West Papua (ULMWP) Ambassador to East Africa and the Middle East, said the government has failed and neglected to arrest and prosecute Boko Haram terrorists, bandits, and their sponsors operating in the north.

He bemoaned the fact that, more than a month after handing over the identities of six Nigerian terrorist financiers to the Federal Government, the UAE has refused to investigate, arrest, and prosecute them due to their religious connections and the region of the country from which they hail.

According to him, the UAE has listed Abdurrahaman Ado Musa, Salihu Yusuf Adamu, Bashir Ali Yusuf, Muhammed Ibrahim Isa, Ibrahim Ali Alhassan, and Surajo Abubakar Muhammad as alleged financiers of terrorism from Nigeria.

He emphasized that neither Malami nor any Nigerian security agency had briefed the press or reported any type of Federal Government inquiry, arrest, or prosecution of those on the aforementioned list.

Frank said: “Is it not laughable that Malami has blamed Igboho for financing terrorism in the North and Kanu for the hijack of the #EndSARS protests and attendant mayhem unleashed in Lagos last year?”

He described the recent arraignment of Nnamdi Kanu at the Federal High Court, Abuja, when lawyers, media and prominent Nigerians were denied access to the court which consequently intimidated the Judge and where the operatives of the Department of State Services (DSS) assumed the role of complainant, prosecutor and judge in their own case as a charade and show of shame on the part of the Federal Government.

He added that , “Malami told reporters at the press conference that Nnamdi Kanu is being prosecuted for his statements that led to killings and destruction of property both in the South East and in Lagos but when Buhari incited killings and destruction of property in the North through his “dog and baboon will be soaked in blood…” statement in 2012, in reference to the 2015 general elections, who prosecuted him?”

He challenged Buhari and Malami to name members of the National Assembly they have accused of sponsoring Nnamdi Kanu and Sunday Igboho to prove the veracity of their claims just like the Government of the UAE has made public the names of those financing terrorism in their country, Nigeria and others.

He called on Malami in particular and the Muhammdu Buhari-led administration in general, to stop spreading hatred, causing division and attempting to instigate and provoke mutual distrust and animosity between the South West and the South East through lies and disinformation.

He called on the international community to take cognizance of the lip service being paid to the fight against terrorism in Nigeria by the Federation Government and the witch-hunt it has continued to unleash on members of the opposition political parties and individuals with dissenting opinion from the Southern part of the country like Kanu and Igboho.

He,however, called on Nigerians to dismiss Malami’s half-truths against Kanu and Igboho and to continue to demand for fairness, justice and equity as bonafide citizens.

He also called Nigerian leaders in the South to speak out and condemn Malami’s statement as they are capable of inciting violence in the country.

While also calling on the international community to disregard the pre-arranged outcome from the trial of Nnamdi Kanu and Sunday Igboho due to the obviously unfair and hushed trial being conducted against them by the Federal Government.
