Covid-19: FG, NPHCDA To Conduct House To House Sensitization

TOYIN ADEBAYO, ABUJA

The MInister of Health, Dr Osagie Ehanire hinted that the Federal Government is working with the National Primary Healthcare Development Agency (NPHCDA) to finalize plans on engagement of existing community volunteers and agents to conduct house to house sensitization on COVID-19.

This, he said will be at community level, especially in high burden Local Government areas of Nigeria, since about 20 LGAs contribute nearly 60% of our COVID-19 positive cases.

He made this known at the Presidential Taskforce briefing on Covid-19 o. Tuesday in Abuja.

He further stated that, the expanding laboratory and testing capacity all over Nigeria and growing community transmission rate both contribute to the increase in the number of covid-19 positives we are observing in recent days.

According to him, “We have nevertheless not reached our testing targets as yet and therefore ask all persons who fit the case definition of fever, cough sore throat, loss of sense of smell or taste to first use a mask or face covering and find the nearest testing Center. Those testing positive should report to the nearest treatment facility in the interest of self preservation. We shall include it in our social mobilization and community engagement messaging.

“Nigeria currently has a total of 10,578 confirmed CCOVID-19 cases in 35 States and FCT, of which 3,122 have been treated successfully and released, while we have sadly recorded 299 deaths. The COVID-19 burden is, as we know not evenly distributed within the country, with Kano and Lagos bearing the highest burden. A team from the FMoH, led by the ED of NPHCDA and comprising doctors from Departments of Family Health, Hospital Services and Public Health and NCDC, is in Lagos on an appraisal visit, during which a situation analysis will be conducted. The team will also visit the contiguous Ogun State on the same mission. The visits are in continuation of similar useful initiatives in the past to Kano, Katsina Sokoto, Jigawa, Gombe, and Borno, to share experience and ideas, align strategy and support each other.

He continued: “We continue to advocate for states to strengthen their response activities and have begun a program to strengthen the capacity of all Federal Health Institutions in Nigeria to deal with COVID-19 challenges in their States by additional training, supplies and equipment. Federal Medical Center Lokoja and University of Calabar Teaching Hospital will be prioritized for deployment of Gene Xpert machines as soon as the test kits are validated by the Medical Laboratory Science Council, so that citizens in Kogi and Cross River State, among others, will no longer have shortage of opportunity to be tested. Our observation is that states are at varying levels of readiness and it is important to re-strategize to meet all citizens at their points of need. COVID-19 is long since a global phenomenon affecting nearly all parts of the world. All nations are working together and I urge all State authorities in Nigeria to accept the reality and also work with each other and Federal Government, and play their part in the strategy to keep the people safe. This includes the decentralization that requires making a minimum of 300 Isolation beds ready, so that the national health system does not run out of COVID-19 bed spaces. As the President has advised, it is best to be fully prepared even if you didn’t have to use it. In this regard, the Federal Ministry of Health stands ready to support all States in their efforts to build resilient and responsive systems for citizens in their States. The FCT, for example, is no longer under bed space pressure, having been well supported with assets to meet all levels of care, security and needs”, he explained.

Ehanire added that there will therefore be no reason for a COVID-19 positive person to be outside a designated Isolation and Treatment centre, especially with the ThisDay Dome Isolation centre ready to take cases. It will be headed in the introductory phase by the Medical Director of Irrua Specialist Teaching Hospital, one of the most experienced virus disease hospitals in Nigeria. The FCT managed Idu covid treatment centre with 500 beds is also ready.

They have conducted an analysis of Health Care Worker Infections and identified critical areas for targeted intervention, to include continuous updates and retraining. More than 13,000 health workers have been trained, which will result in reduced rate of infection, especially in the line of duty. We are collaborating with States to cascade the training to lower cadre workers, he stated.

His words: “A few weeks ago, I announced that Nigeria will participate in COVID-19 drug trial, which the WHO was leading but partly suspended. After consultation with top Nigerian scientists of the Ministerial Expert Advisory Committee, I am advised that Nigeria has something to add to the body of knowledge around these trials. I have therefore approved continuation of the trial, as recommended, under strong precautionary conditions to be built into it. The Leadership of the Ministry also had the first briefing with the Ministerial Advisory Panel of Experts yesterday, led by foremost virologist, Prof. Tomori, and received a series of very useful advisories that will be discussed and shared with Heads of Agencies and Departments of the Ministry”

He, however, advised that, as we move into the next phase of easing of the lockdown, I urgently call on all, to take responsibility for ensuring that we actively play our role in ensuring that COVID-19 does not spike or bounce up, as has been observed in many countries where lockdown was relaxed. It is important to bear in mind that this phase, more than the lockdown itself, is in the hands of the people, more than in the hand of government. We must fight the spread of the disease by adhering more strictly than ever, to the various social guidelines which have been announced, published and publicized.

He also urged Nigerians to wear their face mask in the public, once you leave your house, or even inside your house, if you are not sure of the COVID-19 status of people you live with. Wear your mask on your face, not under your chin; it has no value under your chin. Be very sensitive about respiratory hygiene, wash hands regularly, use sanitizers and observe physical distancing. Open your windows to let in fresh air when

Environmental Day: FCTA To Prosecute Developers Who Fell Trees Illegally

Muktar Galadima, Director of Development Control, FCTA.

TOYIN ADEBAYO, ABUJA

The Federal Capital Territory Administration (FCTA ) has vowed to prosecute all city developers who have continued to fell purpose trees illegally, this is as the United Nations ( UN ) mark this year’s Environment Day, with symbolic tree planting campaign.

This was as a joint team of Abuja Environmental Protection Board (AEPB) and Department of Development Control, on Friday arrested a developer at Lobito Crescent, Wuse 2, for destroying six trees around its project site.

The Director, Department of Development Control, Murktar Galadima, said the arrested developer used night periods to illegally fell purpose trees, also deviated from the approved plan for the project.
Galadima stated that the developer and others who destroy trees planted on Abuja streets to protect the city shall be prosecuted in accordance with extant laws.

He also hinted that the Architect handling the building project, who encouraged the destruction of the trees, has been reported to the Architect Registration Council for appropriate disciplinary actions for unprofessional conducts.

According to him, ” We have just been told that some people are cutting trees in the night, the owners of this building obviously are cutting the trees, because they want more visibility for their commercial building. Evidently, we have seen six tree stumps not yet removed.

” We are going to use FCT Tree Presevation Order, and going by the Environmental Act to prosecute them. We have also marked the building under construction, because they have converted the parking lots to shops, despite our repeated service of ” stop work ” notice.

He continued: ” We have also sent a complaint letter to the Architect Registration Council, to take actions against the Architect who is handling the project, for deviating from the approved plan”.

Also speaking, the Director AEPB, Baba Lawal, stated the Administration was pained by the destruction of the trees, because they were planted with public funds and nurtured over a ten year period, for the purpose of protecting the environment.

Adding that ” this developer who is constructing this monumental building on this junction, has deliberately cut these trees planted more than 10 years ago.

” These felled trees where planted with public funds and nurtured to help protect the environment, but the developers here decided to cut down street trees planted to cool the city”.

No, Don’t say “No to Rape”.

So far, I have been blessed with three awesome daughters. As a young father whose means of livelihood is hinged on knowing of or writing on activities of humans including rape and abuse of women and female children in different ways, you should be able to feel the weight of my fears each time I hear of rape cases. But even before I was a father, I have been an eldest brother to five beautiful girls, some of them are mothers now.

Since the reports of recent cases of rape and murder of rape victims broke, a lot of people have been weighing in according to how their understanding and in most cases, emotions direct.
There are those who have tried to explain the “why” of rape. The reasons go from reasonable to damn stupid! But hey, it’s okay.
There are those, especially women, who in their attempt to make a case, have taken steps far away from sense by saying things like ‘All men are rapists’. For I don’t know how else they mean when they say no man should dispute the earlier assertion with ‘not all men’. Well, the error in that needs no pointing out and any attempt to argue that would amount to needless distraction from the main issue. So if it helps them sleep at night, by all means, they can have it so.

Again, there are the census officers who have been monitoring walls of their male friends who haven’t said anything concerning the trending rape issues. These group have gone ahead to imply that silence (on social media) from such male friends is tacit support or apparent guilt! Really? I’ll say no more on this.
Then of course, there are the ‘trendsters’ who have been very vocal with the “Say No To Rape” campaign. I respect the genuine concern of this group. They, like any other normal human being want an end to this irrational, dehumanising behaviour of rape in our homes. I mean who in his right senses wouldn’t say “No” to rape?
But here is my reservation with the campaign and the people it is targeted at. It is not clearly known who the campaign is addressing and so it sounds vague and hollow.

Are we asking a determined rapist, a serial rapist and or a potential rapist to say no to the act? Doest it make sense? A rapist, even one with the faintest inclination towards rape has lost or closed the faculties that makes him see the wrong in the act. So it amounts to sheer waste of valuable time singing “Say No To Rape” to such wastes.
In my opinion, we should promote the campaign that will say NO to Rapists! So “Say No To Rapists”.

In our communities there are people who have been caught in the act. Some have made it to prison and are out while many more are yet to be reported even though they are known to and are very close to their victims. Many women and young girls are bearers of scars of abuse and molestation. To some, they’d rather just let it pass than speak out. Others are constrained by fear of consequences of speaking out. Either way, many rapists get away because of the prevailing atmosphere of shame or fear of being known as victims of rape or abuse.

What our campaigns should aim at is lifting the burden of shame and fear off the victim and dumping all of it and more on the perpetrator. This is where “Say No To Rapists” will be effective.
As pointed out earlier, once a rapist is identified, he should be rejected by all and all. Religious houses must stop them from coming near, all employers must reject them. They should be barred from all possible appointments or election for life! All families must severe ties with them- even if they were married to their daughter such marriage should end without further argument. The society within which they lived and committed the heinous crime must visit the books of old but effective custom of ostracism – banish them from amongst you.

All these should be backed by law. In this direction, efforts should be made to get our elected representatives to make sure such a law comes into effect as a matter of public urgency.
I am aware that the National Agency for the Prohibition of Trafficking in Persons NAPTIP with the push of some NGOs now have in place a “Sex Offenders Register” dedicated to naming and shaming all shades of sex offenders. This can serve as a foundation to build on.

Let’s make that register more accessible to the public. Make it an App that people can have easily. Like I can just for the fun of it say let me check out the maggots among us and with a couple clicks, I am treated to Ward by ward, Local government by LG and State by State clear faces and details of them all.
With this, there will be more fear on the part of the perpetrator than would be on the victim.

We can’t have a society that is structured to easily and flimsily blame the victim of rape and expect “Say No To Rape” to work. No, we must say No to rapists in the most NO of ways to such an extent that even if we say ‘Yes to Rape’ there would be no rapist in sight.

Reviewing the guidelines, the meeting received briefings from the FCT COVID 19 Emergency Response Team on the situation of the pandemic in the FCT.

As well as the report of the Committee set up by the  Minister on May 19 2020, to draw up protocols to be adopted for possible re-opening of places of worship, was equally received at the meeting.

After extensive deliberations, the meeting agreed to adopt the Guidelines as released by the Presidential Task Force on COVID-19 with regards to the re-opening of places of worship in the FCT under the second phase of the ease of lockdown for the next four weeks.

The Minister, expressed the appreciation of the FCT Administration to the religious leaders for their cooperation and commitment towards a safe re-opening of places of worship in the Territory.

He urged residents to use the opportunity provided by the re-opening of Churches and Mosques to pray fervently for the early end to the Covid -19 pandemic.

Similarly, the religious leaders expressed their appreciation to the FCT Administration for always consulting and taking into consideration the opinions of the religious organisations on important societal issues like the COVID-19 pandemic.

Following this consensus, between the FCT Administration and the religious leaders, the protocols  guiding the re-opening of places of worship in the Territory are as follows: All places of worship must sign up to full compliance with all aspects of non- pharmaceutical interventions required to protect the public from COVID-19, including but not limited to:  Ensuring the supply of running water and soap/alcohol sanitisers at entry and exit points and in all high-contact locations including bathrooms;  Worshippers must sanitise their hands before entry;

Provision of temperature checks before entry; and Mandatory use of face masks.

In addition, Strongly discourage all close contact including shaking hands, hugging, kissing, handing out of materials and sharing of worship implements including prayer mats, musical organs, microphones etc; Churches and mosques within the FCT must limit the capacity of their facilities to allow for physical distancing of at least 2 meters between persons. Religious leaders are encouraged to consider the use of floor/surface markings to guide distancing and also encourage people from same household to stay together; Volunteers providing support at places of worship should be limited to exact numbers needed and none should have an underlying medical condition or be above the age of 55 years; and The leadership of the mosques/churches will be responsible for full compliance with these rules.

They are expected to limit congregational contact times, with places of worship only opening for regular church and mosque services;

Churches are to open from 5am and close by 8pm and each service shall be for a maximum of 1 hour with an interval of 30 mins in between services to allow time for disinfection; Mosques are to open 15 mins before Adhan and close 10 mins after prayers for the five prayers. Waiting period between Adhan and Iqamah should not be more than 10 minutes. Prayers are to be shortened to reduce duration of contact between congregations; For Friday prayers, mosques in the FCT are to open 20 minutes before prayers and close 20 minutes after prayers. Total time for Friday prayers including sermons should not exceed 1 hour; and  Islamiyah schools, All-Night Vigils, Sunday Schools and children activities are to remain suspended. For mosques, only the five daily prayers and Friday prayer services are allowed;

More so, Mass gatherings that make compliance with physical distancing impossible are not allowed.  Prayer sessions should be staggered if necessary, to encourage greater opportunity for physical distancing.  Worshippers are encouraged to sign up for preferred service time and virtual worship option should be made available; Churches and mosques should make provisions for  separate entry and exit points and measures should be taken  to direct the flow of people to avoid crowding and breach of physical distancing rules; There should be no social gatherings either before or after worship; and Business outlets within the church or mosque premises should remain closed.

Speaking on the vulnerable individuals such as those aged 55 years and above, those with impaired immune systems (e.g. HIV, cancer treatment) and underlying co-morbidities such as diabetes and heart disease are hereby advised to stay at home and consider remote participation or non-contact attendance such as  drive-in services.

Improve environmental hygiene and avoid surface contamination; Churches and mosques are advised to make their premises free of carpets to allow easy and regular disinfection of floors and furniture; All  windows in churches and mosques should be kept open during services and the use of non-enclosed spaces/open air services  are encouraged  to be used as much as possible; High-touch surfaces, high traffic areas, common areas, and bathrooms should be frequently cleaned and disinfected and Those responsible for sanitation should use dilute bleach (1000ppm) to disinfect all surfaces after removal of visible dirt.  infected persons should be kept out to reduce the risk of onward transmission

On Public awareness campaign through effective messaging using conventional media and online outlets and placing of signages/notices at strategic locations. This should address common symptoms, risk of transmission, vulnerability to severe illness, etc; Worshippers should be encouraged not to attend in person if experiencing symptoms of COVID-19 including fever, cough, shortness of breath or have had close contact with an infected person in the last 14 days; All worshippers noted to have a temperature or are symptomatic on arrival at the place of worship should be excluded from participation; Up-to-date records of staffing including contact details and if possible, a full record of attendees at every service to enable contact tracing should be kept; and

Religious visits to homes by religious clerics are hereby discouraged.

The FCT Administration has recognized the importance of places of worship in our social and cultural way of life. They have equally been proven to be major sources of easy spread of the disease. It is therefore imperative that all places of worship adhere very strictly to the guidelines enunciated above.

The meeting also acknowledged that the situation of COVID-19 in the FCT is still at a very critical stage and recognizes that there is the danger that if the established protocols are not adhered to, the cases of those infected and fatalities will increase. It is therefore essential that all residents of the FCT take personal responsibility in ensuring strict compliance.

In order to sanitized the territory, the Federal Capital Territory Administration (FCTA) has given seven day ultimatum to owners of mechanic workshops, automobile dealers and other occupants, who illegally carry out various trades along the Apo road corridor, also known as the Outer Southern Expressway (OSEX) to vacate the areas.

Chairman of the newly constituted FCT Ministerial Task Force on City Sanitation, Comrade Ikharo Attah made known on Monday in Abuja.

The Chairman, who addressed some groups of business owners affected by the order yesterday at a Stakeholders’ meeting, organised by the Abuja Environmental Protection Board ( AEPB) stated that the seven days ultimatum was to demonstrate the administration’s empathy for and ensure that actions capable of causing colossal damages were avoided.

He said that the Minister recently paid an unscheduled visit to the site of various infrastructural projects along the road axis, was not pleased that some of the illegal occupants were obstructing the on going construction work, as well as defacing the environment.

He added that, the first phase of the sanitation exercise, billed to commence on Monday next week after the ultimatum, will reclaim all the spots from Apo round-about to the popular junction known as Apo NEPA junction.

His words, the second phase of the aggressive sanitation will begin from the NEPA junction to APO mechanic village, where illegal businesses had taken over great portions of the road, making it difficult for contractors to complete their work.

According to him, ” This stakeholders meeting was to enable us interface with stakeholders who engage in one form of business or the other along the Apo road corridors, also known as Outer Southern Express way ( OSEX).

” The Minister has given us a directive to reclaim all the road corridors, to allow contractors complete their jobs, and also allow the Abuja Environmental Protection Board officers beautify the place in accordance with Abuja master plan.

” We’ve given the affected people seven days ultimatum, because we want to put up a human face in carrying out the exercise. The Minister had wanted us to start immediately due to his desire to complete all the on going projects there as a legacy he would leave behind for the residents of the nation’s capital”, he explained.

Also speaking, the Director Abuja Environmental Protection Board (AEPB), Baba Shehu Lawan said that the Minister had selected seasoned professionals who form an effective squad for the exercise.

Lawan also warned that at the expiration of the ultimatum, the Task Force team would move to the area, and whoever refuses to vacate the place should not blame the administration.

He added that abandoned vehicles, furniture and every other things left on the road corridors will be removed and seized.

In order to cushion the effect of sit-at-home order and allievate the sufferings of the vulnerable communities in the nation’s capital, the Novare, a South African owned Real Estate Investment Company based in Nigeria has donated assorted palliative items to the Federal Capital Territory Administration (FCTA).

The Head of Legal, Barrister Chineme Onuoma while presenting the items to the Administration said Novare will continue to support the Federal Capital Territory and Nigeria in the fight against COVID19, just as he commended the steps taken by the administration to manage the pandemic in the territory.

Onuoma who used the occasion to reveal that besides the provisions of palliatives to underserved communities, Novare has so far approved four months rent-free period (beginning from April 2020 to July 2020) with the intention to extend if necessary for its tenants, particularly those tenants providing non-essential services as described by the Federal Government.

“Each of Novare’s mall accommodates over 60 tenants, having Shoprite and Game as its anchor tenant, with over 600 direct employees and well over 2000 indirect employees in each mall, including suppliers of the different goods and products sold by the tenants at the mall.

“To ensure that jobs and livelihoods are protected, starting from those closest to it, Novare, as part of its Cooperate Social Responsibility, has so far approved four months rent-free period, beginning from April 2020 to July 2020, with the intention to extend if necessary for its tenants, particularly those tenants providing non-essential services as described by the Federal Government.

“The rent-free concession granted to tenants have helped to keep their various businesses afloat, thus alleviating the financial burden on these tenants. This financial assistance enables the tenants to channel the income they generate to payment of staff salaries and sustaining their respective supply chains. This effectively reduces unemployment, which would have been the consequence if tenants were unable to survive this period”, he explained.

Onuoma, also said that the firm has expressed commitment to observe all laid down protocols by the Nigeria Centre for Disease Control (NCDC) on the prevention of the spread of the virus particularly within its facilities and to educate and sensitize the public in line with government directives.
