P’Harcourt Refinery to Complete Test Run this Month

The Nigerian National Petroleum Corporation (NNPC) is set to conclude test runs at the Port Harcourt refinery this month, marking a significant milestone in the efforts to resume operations at the facility, which has been non-operational for five years.

NNPC spokesperson Femi Soneye confirmed that the testing phase is nearing completion, emphasizing its importance in ensuring the efficient operation of the refinery. The Port Harcourt refinery, currently undergoing an upgrade, will initially process 60,000 barrels per day. The NNPC anticipates reaching its full operational capacity of 210,000 barrels per day later in the year.

The Port Harcourt refinery is part of the Nigerian state-owned refineries that have been inactive for an extended period. The government has been actively working to revitalize these refineries, aiming to reduce the country’s dependence on imported refined products.

Bill to Establish 47 New Varsities Scales Second Reading

In a significant legislative development, a bill proposing the establishment of 47 new federal universities in Nigeria has successfully passed its second reading. This legislative move could potentially raise the number of federal-owned universities in the country to 99, if the bill progresses through subsequent stages.

As of now, Nigeria houses 52 federal universities, with some states hosting multiple institutions. The bill also addresses the establishment of 56 Federal Medical Centres across various regions of the country. Additionally, the House is considering bills for the creation of 32 Federal Colleges of Education, 11 Federal Colleges of Agriculture, and five Federal Polytechnics, supplementing the existing educational landscape.

The proposed institutions, when established, will encompass a range of disciplines, including Universities of Science and Technology, Agriculture, Aviation, Medicals, and Engineering, among others. The legislative agenda also includes bills for the establishment of Colleges of Vocational and Skill Acquisition, Cancer Research, and Entrepreneurship.

Notably, the House of Representatives has been actively engaged in legislative matters, with Speaker Tajudeen Abbas highlighting the consideration of 962 bills, 500 motions, and 153 petitions in the past six months. Out of these, 120 bills have successfully passed the second reading, awaiting further legislative actions.

While the expansion of educational institutions is underway, concerns have been raised by stakeholders such as the President of the Academic Staff Union of Universities, Prof. Emmanuel Osodeke. He emphasized the importance of having a funding template for newly established universities to maintain educational standards. Osodeke also raised concerns about the appointment and recruitment processes into state-owned universities, identifying them as contributing factors to the challenges in tertiary education.

The move to establish new universities has prompted calls for an urgent amendment of the National Universities’ Commission Act to ensure adequate funding and prevent the indiscriminate establishment of institutions without proper financial backing. The Academic Staff Union of Universities has expressed concerns that the establishment of new universities, without a clear funding mechanism, could adversely impact existing educational institutions.

EFCC: Ex-minister Farouq Cited Illness for Shunning Our Invitation

The Economic and Financial Crimes Commission (EFCC) has clarified that former Minister of Humanitarian Affairs, Disaster Management, and Social Development, Sadiya Umar-Farouq, did not deliberately avoid their invitation. In a statement made by EFCC spokesperson Dele Oyewale, it was revealed that the former minister cited health challenges in a letter explaining her inability to attend the invitation.

“She didn’t shun EFCC invitation; she actually gave reasons why she couldn’t meet up. Her lawyer was also at the commission to brief the anti-graft agency of why she couldn’t come or honour the invitation,” explained Oyewale. The commission acknowledged her health challenges and expects her to comply with the invitation as soon as she is able.

Oyewale also addressed the circulating figure of N37.1 billion, stating that it might not accurately represent the extent of misappropriation. He emphasized that the ongoing investigation is still tracing transactions, and the actual amount involved may surpass the currently reported figure.

Furthermore, the EFCC spokesperson mentioned that the National Coordinator and Chief Executive Officer of the National Social Investment Programme Agency, Halima Shehu, who was arrested on Tuesday, has been released. She is directed to cooperate with the EFCC for interrogation until the investigation is concluded.

Tinubu Appoints New Executive Directors for NPA, NIMASA

In a recent development, President Bola Tinubu has sanctioned the appointment of new Executive Directors for the Nigerian Ports Authority (NPA) and the Nigerian Maritime Administration and Safety Agency (NIMASA). The appointed Executive Directors for NPA include Ms. Vivian C. Richard Edet, appointed as the Executive Director of Finance & Administration, Engr. Olalekan Badmus as the Executive Director of Marine & Operations, and Engr. Ibrahim Abba Umar as the Executive Director of Engineering & Technical Services.

Simultaneously, for NIMASA, the new Executive Directors are Mr. Jibril Abba, appointed as the Executive Director of Maritime Labour & Cabotage Services, Mr. Chudi Offodile as the Executive Director of Finance & Administration, and Engr. Fatai Taye Adeyemi as the Executive Director of Operations.

The statement elucidated that these appointments were made within the ambit of the Federal Ministry of Marine and Blue Economy. Nigerian Community Mourns Student Killed by Canadian Policemen

The Nigerian Association of Manitoba (NAMI) has expressed deep sorrow over the tragic death of Afolabi Stephen, a 19-year-old Nigerian student, who was shot and killed by Canadian police on December 31, 2023.

The incident occurred in response to a 911 call reporting a male acting erratically at an apartment suite in the first 100 block of University Crescent, as outlined in a statement on the Winnipeg Police Service’s website.

According to the police statement, upon their arrival, officers were confronted by an armed male, leading to an encounter where an officer discharged his firearm, striking the individual.

Despite immediate medical care, Afolabi succumbed to his injuries after being transported to the hospital.

In response to the tragic incident, NAMI, in a statement signed by its president, Vera Obehi Keyede, conveyed condolences to the deceased’s family and friends. The association acknowledged the distress within the community and urged for calm, emphasizing the importance of allowing the ongoing investigation to proceed without tension or hindrance.

The statement read, “This is a challenging time for all of us, we need the Nigerian community to remain calm and composed as investigations are underway. Army Recruitment: Northerners Arrested for Attempt to Take Lagos Slots

The Lagos State Government has called for the arrest and trial of six northern candidates involved in the Nigerian Army recruitment process, who falsely claimed to be indigenes of the state.

The individuals, originally from Kaduna State, attempted to secure slots designated for Lagos State indigenes by claiming Kosofe Local Government Area, Lagos Island Local Government Area, and Oshodi Isolo Local Government Area as their local governments of origin.

The video of the candidates’ false claims stirred reactions from Lagos residents, prompting the Lagos State Commissioner for Information Strategy, Mr Gbenga Omotoso, to emphasize the criminality of such attempts.

Omotoso stated that if found culpable, the police should arrest and try the offenders for perjury, as it is punishable under the law.

The Nigerian Army, acknowledging the incident, confirmed the arrest of the six candidates, emphasizing the commitment to a transparent and credible recruitment process.

The Army’s Director of Public Relations, Maj. Gen. Onyema Nwachukwu, noted that an investigation would be conducted to identify those behind the fraudulent act and ascertain the extent of their activities.

Hassan Sharif, an imam shot multiple times outside a mosque in Newark, New Jersey, on Wednesday, has succumbed to his injuries, according to the state’s Attorney-General, Matt Platkin. The incident does not initially appear to be motivated by “bias” or domestic terrorism, as per the evidence collected.

Platkin acknowledged the heightened sense of fear within communities, particularly the Muslim community in New Jersey, amidst global events and a rise in bias. NIMET Predicts Hazy Weather in Northern Region

The report emphasizes the likelihood of isolated thunderstorms over parts of Delta, Lagos, Rivers, and Bayelsa states during the afternoon/evening period.

The statement from NiMET reads, “Sunny and hazy atmosphere is anticipated over the North and North Central regions of the country throughout the forecast period. Sunny skies with patches of clouds are expected over the inland areas of the South during the forecast period while few clouds in hazy atmosphere are expected over the coastal cities.”

War Extends Beyond Gaza as Hamas Leader is Killed in Beirut

Israeli forces escalated their bombing campaign on the Gaza Strip yesterday, urging civilians to evacuate a northern refugee camp as the conflict spilled into Lebanon with the reported killing of Hamas deputy leader Saleh al-Arouri in Beirut.

Israel, while not confirming the drone strike that allegedly took out Arouri, maintained a high state of readiness. Rear Admiral Daniel Hagari, the military spokesperson, stated, “Israeli forces are prepared for any scenario.”

The assassination signals an expansion of the nearly three-month conflict between Israel and Hamas, reaching into the occupied West Bank, involving Hezbollah forces on the Lebanon-Israel border, and impacting Red Sea shipping lanes.

Arouri, 57, residing in Beirut, became the first senior Hamas political leader to be assassinated since Israel’s offensive began in response to the group’s incursion into Israeli towns on Oct. 7.

Hamas politburo member Hossam Badran declared in a eulogy for Arouri: “We say to the criminal occupation (Israel) that the battle between us is open.”

Accused by Israel of orchestrating attacks, Arouri was also reportedly central to negotiations by Qatar and Egypt concerning the Gaza war’s outcome and the release of Hamas-held Israeli hostages.

Hezbollah chief Sayyed Hassan Nasrallah, set to address the situation in Beirut, had previously cautioned Israel against conducting assassinations on Lebanese soil, promising a “severe reaction.”

Hezbollah, a strong ally of Hamas, has engaged in near-daily clashes with Israel across Lebanon’s southern border since the onset of the Gaza war, resulting in over 100 Hezbollah fighters and two dozen civilians killed on Lebanese territory, along with at least nine Israeli soldiers in Israel.

After Arouri’s assassination, the UN peacekeeping mission in Lebanon expressed deep concern about the potential escalation with “devastating consequences for people on both sides of the border.”

The Israeli military reported “intensive battles” with militants continuing in Gaza, specifically in the southern city of Khan Younis, aiming to root out Hamas leaders. Reports from residents and Palestinian media indicated Israeli forces targeted Al-Nusseirat refugee camp in the northern part of Hamas-ruled Gaza overnight, demolishing several multi-floor buildings.
