Abuja — The Federal Capital Territory Administration on Wednesday showered encomiums on the retiring Pioneer Permanent Secretary of the Health Services and Environment Secretariat, Dr. Babagana Adam, describing him as a disciplined and reform-driven public servant.
Acting Head of Service, Ms. Nancy Sabanti Nathan, said at a send-forth held in Abuja that Adam’s retirement marked a rare and celebrated exit, noting that only a few civil servants are honoured in such a manner at the end of their careers.
She described the retiring permanent secretary as intellectually grounded and result-oriented, adding that his contributions at policy meetings consistently added value. “Not many people have this opportunity to be celebrated at exit. Some leave quietly, but today we are celebrating a life of service,” she said.
Nathan noted that although Adam was known for his firm stance, his approach was driven by a commitment to excellence. “You cannot bring half-baked ideas to him; you must do your homework. But beyond that, he supports and uplifts people when it matters,” she added.
In her remarks, Mandate Secretary of the Secretariat, Dr. Adedolapo Fasawe, described Adam as a principled leader whose insistence on discipline and high standards strengthened the system.
Also speaking, Permanent Secretary, Social Development Secretariat, Ms. Olubunmi Olowookere, said Adam served meritoriously and mentored many officers, noting that his legacy would endure.
Earlier, Chief Medical Director of Asokoro District Hospital, Dr. Oluseyi Ashaolu, credited Adam with introducing reforms that improved efficiency in the health sector.
Similarly, Medical Director of Maitama District Hospital, Dr. Rita Idemudia, described him as a trailblazer who brought fresh ideas that transformed the sector.
On behalf of friends and associates, Mohammed Tata said Adam’s integrity and commitment to principles defined his career.
Speaking for the Secretariat, Comrade Ghali Kazeem described him as an “icon and anchor” whose courage and deep understanding of the civil service distinguished him.
In his response, Adam thanked God, his family and colleagues for their support, attributing his achievements to teamwork. He also appreciated President Bola Ahmed Tinubu and FCT Minister, Barr. Nyesom Wike, for policies that strengthened the civil service.
He said decisions taken during his tenure were guided by integrity and the need to improve the system. “Nobody is untouchable when it comes to doing what is right,” he said.
The event was attended by senior government officials, permanent secretaries, health professionals and other stakeholders.
