The Inspector-General of Police, Olatunji Rilwan Disu, has opened discussions with the Police Service Commission (PSC) on reforms to address promotion bottlenecks, rank imbalances and career advancement challenges in the Nigeria Police Force.
Disu raised the concerns during a meeting with the PSC Chairman, Deputy Inspector-General of Police Hashimu Salihu Argungu (rtd), at the Commission’s headquarters on Thursday, November 5, 2026.
The discussions focused on disparities in the Force’s rank structure, difficulties facing officers seeking promotion, particularly those in the Inspectorate cadre, and a proposed review of the police Scheme of Service.
According to a statement issued by the Force Headquarters spokesperson, CSP Ani Iniedu, the meeting was part of efforts to strengthen cooperation between the police and the Commission on personnel administration, career progression and organisational development.
Disu called for a coordinated approach to resolving administrative challenges affecting police personnel, emphasising the need for fairness, transparency and merit in decisions on officers’ careers.
He also urged sustained consultations on the proposed review of the Scheme of Service, which provides the framework for career progression and personnel administration.
The IGP acknowledged the Commission’s contributions to the welfare and professional recognition of police officers, while reaffirming the need for both institutions to respect their separate statutory responsibilities.
Inspectorate cadre faces particular attention
A major issue raised at the meeting was the career progression of officers in the Inspectorate cadre.
Disu said existing obstacles affecting their advancement required attention, alongside broader concerns about the distribution of ranks across the Force.
The proposed discussions are intended to identify lasting solutions to the structural challenges and establish a more balanced career framework for police personnel.
PSC promises attention to proposed reforms
Responding, Argungu described the IGP’s visit as timely and assured him that the concerns raised would receive the Commission’s attention.
He said effective cooperation between the PSC and the Nigeria Police Force depended on mutual understanding, communication and respect for their respective mandates.
Argungu also expressed the Commission’s readiness to work with police authorities on reviewing the Scheme of Service and other initiatives aimed at improving personnel management and professional development.
He stressed that recruitment and promotion processes should be based on merit, competence and demonstrable performance.
The PSC chairman further highlighted the importance of capacity development, saying officers needed the skills and professional training required to respond to the changing demands of modern policing.
No promotion changes announced
The meeting signals renewed engagement between the police leadership and the PSC over personnel-related reforms.
However, the statement did not announce any approved changes to promotion criteria, rank structures or the Scheme of Service. It also did not provide a timeline for completing the proposed review.
The outcome of subsequent consultations will therefore determine whether the discussions lead to concrete changes in how officers progress through the ranks.
Both institutions said stronger cooperation would support professional development, improve personnel administration and enhance the capacity of the police to deliver security services to Nigerians.
