TCN, AfDB Begin Second Phase of Compensation for Alaoji–Onitsha Transmission Line Project Affected Persons

Abia/Imo, Nigeria — The Transmission Company of Nigeria (TCN), in partnership with the African Development Bank (AfDB), has commenced the second phase of the Resettlement Action Plan (RAP) and Livelihood Restoration Programme for communities affected by the Alaoji–Onitsha Transmission Line project.

The exercise, which took place between May 12 and 13, 2026, covers Project Affected Persons (PAPs) in Abia and Imo States, focusing this phase on compensating individuals whose farmlands and crops fall within the transmission line corridor.

According to TCN, the current phase follows earlier compensation efforts for affected structures and forms part of ongoing efforts to ensure fair and transparent resettlement for all impacted persons along the project route.

The project involves upgrading the 138-kilometre, 330kV single circuit transmission line into a 330kV double circuit quad conductor system between Alaoji and Onitsha, aimed at improving power transmission capacity and grid stability across the South-East region.

Beyond compensation, the programme also includes a Livelihood Restoration initiative targeted at small-scale traders operating along the right of way. About 210 petty business owners have been identified, with 64 beneficiaries drawn from 32 communities set to receive vocational training and start-up support.

Skills training areas include fashion design, information and communication technology, automobile mechanics, electrical installations, catering, and shoemaking, designed to help affected persons rebuild sustainable income sources.

TCN said the initiative reflects its commitment, alongside the AfDB, to international best practices in infrastructure development, ensuring that communities impacted by major transmission projects are adequately supported.

The agency reaffirmed its dedication to balancing infrastructure expansion with social responsibility, particularly in ensuring that development projects do not worsen the economic conditions of host communities.
