Abuja — Chairman of the House of Representatives Committee on Finance, Hon. James Faleke, has said Nigeria’s development prospects will significantly improve if civil servants consistently uphold due process, professionalism, and institutional integrity, even under political pressure.
Faleke made the remarks in Abuja during the public presentation of The Nigerian Legislature: A Practical Guide for Lawmakers, authored by Mr. Oscar Okoro, Clerk of the House Committee on Finance, as part of activities marking his 60th birthday and retirement from the National Assembly.
He stressed that the civil service remains the backbone of governance, noting that policy continuity and effective implementation depend heavily on the competence and integrity of career public servants.
“The civil service mainly, they build the country. They are the technocrats we politicians rely on,” Faleke said.
“And if civil servants insist on doing things properly, the country will be better off. Even when politicians suggest otherwise, if they follow the rules, Nigeria will be better off.”
He added that national development is tied to commitment and belief in institutional processes, urging public servants to prioritize national interest over personal or political considerations.
Faleke also praised the retiring clerk, describing him as a disciplined and principled public servant whose career reflects dedication and professionalism.
“He is a very hardworking man, not money conscious, but focused on doing things correctly,” he said, wishing him success in retirement.
Deputy Chairman of the Committee, Hon. Abubakar Saidu, described Okoro as a professional whose relationship with colleagues had grown beyond official duty into a personal bond, while House Spokesman, Hon. Akin Rotimi, said his career represents a model of integrity and diligence in public service.
In his remarks, Okoro attributed his career success to discipline, humility, and divine grace, advising younger public servants to embrace patience and professionalism.
“You must be hardworking, patient, humble, and respectful. Without these, success will be difficult anywhere,” he said.
He disclosed plans to return to legal practice and consultancy, while also mentoring younger professionals.
A reviewer of the book, Professor Kabir Danladi of Ahmadu Bello University, described the publication as a comprehensive guide to legislative practice, covering constitutional foundations, procedures, and governance structures within Nigeria’s National Assembly.
The event attracted lawmakers, parliamentary officials, academics, and family members in celebration of Okoro’s contributions to legislative administration and public service.
