Abuja, Nigeria — The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has granted a Licence to Construct (LTC) to Foster Petroleum Development Company Limited for a 30,000 barrels-per-day refinery in Gokana, Rivers State.
The licence was presented by the Executive Director, Hydrocarbon Processing, Plants Installations and Transportation Infrastructure, Engr. Francis Ogaree, who said the project reflects the Authority’s commitment to expanding Nigeria’s domestic refining capacity.
Ogaree noted that increasing local refining remains critical to strengthening energy security and reducing dependence on imported petroleum products.
“The Authority remains committed to supporting investments that enhance Nigeria’s domestic refining capacity, improve energy security, and drive economic growth,” he said.
According to the NMDPRA, the proposed refinery will, upon completion, produce Premium Motor Spirit (PMS), Automotive Gas Oil (AGO), Dual Purpose Kerosene (DPK), and fuel oil, thereby improving the availability of refined products across the country.
Industry stakeholders say the project is part of broader efforts by the Federal Government to deepen local processing infrastructure and optimise the petroleum value chain.
The development comes amid ongoing reforms aimed at boosting in-country refining, creating jobs, and stabilising fuel supply in Africa’s largest oil-producing nation.
