Nigeria’s gas-to-power strategy is gaining renewed traction as the NNPC Exploration & Production Limited (NEPL)/Oando Joint Venture (JV) delivers critical supply to a newly commissioned 60-megawatt Independent Power Plant (IPP) in Yenagoa, Bayelsa State, reinforcing the role of domestic gas in stabilising electricity generation.
Oando PLC confirmed that its upstream JV with NNPC Exploration & Production Limited (NEPL) is the sole gas supplier to the facility, marking a significant step in integrating upstream gas resources with downstream power infrastructure.
Gas supply anchors new generation capacity
At the core of the project is a dedicated gas supply arrangement, with the NEPL/Oando JV delivering 11.2 million standard cubic feet per day (MMSCFD) of gas to fuel the plant.
The gas is transported through the JV’s Elebele Valve Station, which connects to a major trunkline, ensuring consistent and uninterrupted supply to the facility. This infrastructure linkage is critical in maintaining operational stability, particularly in a region historically affected by supply disruptions.
The plant forms part of a broader cluster of infrastructure projects inaugurated by President Bola Ahmed Tinubu, alongside key transport assets including the New Yenagoa City Road 1, the Sagbama–Ekeremor Road, and the 630-metre Angiama–Oporoma Bridge.
Integrated system targets efficiency and reliability
Designed as a fully integrated energy system, the Bayelsa IPP combines gas supply, embedded generation, and a dedicated distribution network. By situating generation close to demand centres, the project reduces transmission losses and improves voltage stability — two persistent challenges within Nigeria’s centralised grid framework.
The facility is expected to deliver stable electricity to tens of thousands of homes and businesses in Yenagoa and surrounding areas, reducing dependence on diesel and petrol-powered self-generation while lowering overall energy costs for end users.
Engineering execution and system integrity
The NEPL/Oando JV played a central technical role in the project’s execution, delivering both Front-End Engineering Design (FEED) and Detailed Engineering Design (DED) for the gas tie-in infrastructure connecting the plant to its existing network.
This included the development of a comprehensive engineering dossier to support construction and integration, as well as the incorporation of advanced safety systems to protect pipeline integrity and operational assets.
Following completion, the JV certified the tie-in spur as safe and fully operational, and provided technical support during commissioning and gas introduction phases, ensuring a seamless transition into active power generation.
Addressing structural grid vulnerabilities
The Bayelsa IPP emerges against the backdrop of ongoing fragility in Nigeria’s national grid, where transmission disruptions — including outages along the Owerri–Ahoada–Yenagoa corridor — have exposed systemic weaknesses.
By adopting a decentralised, embedded generation model, the project introduces a more resilient framework for electricity delivery, particularly in high-demand urban clusters. This approach reduces reliance on long-distance transmission infrastructure, which remains vulnerable to vandalism and technical faults.
Expanding footprint in Nigeria’s power sector
For Oando, the project extends its footprint across Nigeria’s evolving power landscape, particularly in gas-to-power integration. The company has previously been involved in major energy infrastructure projects, including the Okpai Independent Power Plant — Nigeria’s first combined-cycle facility — as well as the Akute IPP in Ogun State and the Alausa IPP in Lagos.
These projects have contributed to both grid-connected and embedded power supply, with Akute and Alausa representing early examples of decentralised energy delivery in Nigeria.
Strategic implications for energy development
The Bayelsa IPP underscores a broader shift toward leveraging domestic gas resources to drive reliable electricity generation and support industrial growth. By linking upstream gas production directly to localised power generation, the model strengthens energy security while improving efficiency across the value chain.
As Nigeria continues to navigate the transition from a fragile centralised grid to a more distributed energy architecture, projects such as the Bayelsa IPP highlight the growing importance of integrated infrastructure in delivering stable, scalable power solutions.
